Quality of higher education and evaluation of academic programs

The Academic Development Center (ADC), Quality Enhancement Cell (QEC) and Office of Human Resources (OHR) at UMT organized a seminar on quality of higher education and evaluation of academic programs in the UMT Board Room. Dr Abdul Raouf, SI, University Professor and Advisor, was the keynote speaker. The seminar was attended by faculty members of the University.

Dr Hasan Sohaib Murad, Rector UMT, inaugurated the session. Addressing on the occasion, he acknowledged the experience of Dr Raouf and expressed his satisfaction that a person of his caliber was conducting the seminar. Dr Hasan said that the main objective of organizing this seminar is to increase quality and ensure adherence to the minimum standards. He pointed out that this will serve as an ideal opportunity to share best practices and peruse experiences.

Dr Abdul Raouf explained quality by presenting a flow chart of customer driven quality management.  He said that quality of higher education should be integrated as it can not be directly measured. In the customer supplier model, he identified the customer as student, process as curriculum design and supplier as faculty. Dr Raouf also spoke briefly on university quality management system, especially on quality vision which has three basic prongs i.e. planning, monitoring and budget allocation. He emphasized that quality can only be ensured through personal involvement, commitment of time and commitment of resources. These ingredients ensure top commitment.

Dr Raouf described the factors that determine competitiveness and basic principles of quality management such as how well we are doing our job, how we can do better in the future, do students achieve their goals, and whether we are achieving what we set out to do. He also explained HEC requirements and Quality Assurance Setup at HEC and discussed the self assessment model. He enumerated the components of the assessment process such as program mission, objectives and outcomes, curriculum design and organization, laboratories and computing facilities, student support and guidance, process control, faculty, institutional facilities and institutional support. He concluded by presenting an assessment procedure model, implementation plan summary, program objective and course objective improvement process model and course report.
